Australia’s critical minerals sector is moving from strategic opportunity to major project development. Lithium, cobalt, nickel, rare earths, copper and other minerals are essential to batteries, renewable energy, electrification, defence and advanced manufacturing.
For Queensland, this creates a significant opportunity for the mining and engineering sector.
The Australian Government is targeting greater domestic processing rather than simply exporting raw materials. Government incentives, international investment and strategic partnerships are supporting new mines, processing facilities and downstream infrastructure.
Queensland Government Plan and Projected Pipeline
Queensland's new critical minerals plan, Delivering Queensland’s Critical Minerals Future 2026-2030, arrives at a time when governments around the world are competing not only to develop critical minerals projects, but also to secure processing and refining capability.
The messaging from current state government has been centred around supporting businesses to operate in the state and look at removing unnecessary legislative “red tape” which typically prevents investment.
The Queensland Government’s 2026–27 Budget includes an additional $100 million for the Queensland Critical Minerals Fund, alongside funding intended to support skills and workforce development.
A further $46.1 million over three years has been allocated towards accelerating extraction, processing and export of critical minerals, while $6.4 million is being provided to support the re-commercialisation of former mines for critical mineral extraction.
The Vecco Critical Minerals Project illustrates the scale of what is potentially coming.
The $798 million project near Julia Creek involves an open-cut mine, processing plant, product stockpile, waste heat recovery, accommodation, roads, water infrastructure, solar generation and transmission infrastructure.
The impact on engineering workloads could be substantial.
What this means for Queensland Mining and Engineering companies?
As projects progress from exploration into feasibility and construction, demand will increase across civil, structural, mechanical, electrical, instrumentation, process engineering, project management, project controls and environmental disciplines.
The workload will not end at construction.
New processing facilities will require ongoing maintenance, asset integrity, reliability engineering, shutdown support and brownfield modifications throughout their operating lives.
This creates a potential recruitment challenge. Critical minerals projects will compete for the same experienced engineering talent already supporting Queensland’s coal, copper, gold, gas and infrastructure sectors.
For engineering consultancies and contractors, the opportunity extends beyond individual projects. Businesses with capability across concept, feasibility, detailed design, construction, commissioning and operations will be best positioned to capture sustained demand. Not every proposed project will reach production. Commodity prices, financing, approvals and technical challenges remain significant risks.
Queensland's next mining workforce boom is taking shape
Queensland’s 2026–30 Critical Minerals Plan strengthens the state’s policy position, but significant commercial barriers remain. The success of downstream processing will depend on whether approvals reform, infrastructure investment, funding support, competitive energy and market certainty can materially improve project economics and attract private capital.
However, the direction is clear. Australia is seeking greater control over critical mineral supply chains and Queensland has the resources, infrastructure and engineering capability to play a major role.
Planning for workforce demand is just as important as planning project delivery.
